In the light of the rapidly increasing number of COVID-19 in the National Capital Region (NCR) and as a proactive measure to guard the City from a possible spill over of the virus, Mayor Jose Ivan Dayan C. Agda issued recently Executive Order No. 004-0321, “An Order Setting Forth the New Health Protocols And Guidelines In the City of Borongan”.
In a radio interview today, Atty. Romeo Alexis Devora, who heads the Public Health and City Task Force(PHSTF) pointed out that in the recent past two weeks or so, the City government had been lenient in imposing quarantine and isolation orders.
“But with the recent spike of COVID19 positives in the NCR, the health risk to Boronganons is very eminent, and Mayor Agda will never allow that to happen without having to require minimum health protocols, thus the EO 004-0321,” Atty. Devora said.
“There are just two major provisions in the new EO,” he added. “Travelers from outside Region8 who are coming to Borongan will no longer be classified as LSI, however, they have to present a negative RTPCR result upon arrival. The negative result must have been obtained two days prior to arrival to the City,” he stressed.
On the other hand, travelers within the region and province, will just have to present a valid ID, a barangay certification of residency and QR Code, the EO reads.
For mass gatherings, the 50% of the venue’s capacity is allowed, but organizers of the event have to write a letter request to the PHSTF for holding the event.
Further, the EO provides, that as may be assessed by the City Epidemiology Surveillance Unit (CESU) an Antigen Test may be required for each participant of any public gathering.
“Tourism activities are allowed being one of the economic drivers and curfew hours are still the same, from 12MN to 5AM, but contact sports, basketball, “bublang”, “turopada” are big “nos”, the young lawyer quipped.
Finally, a strict compliance to minimum health protocols, such as Wearing of Face Mask and Face Shields, Physical Distancing and frequent hand washing remain imposed. #
