Resolution No. 01
A resolution not granting the franchise application of the Kali-awan Sports Center, Inc pending the complete submission of submission of required documents and respectfully informing the Honorable City Mayor thereof.
Resolution No. 02
A resolution the establishment and Institutionalization of a Legislative department calendar to be administered by the authorized Human Resource of the office of the City Vice-Mayor in order to guide the officials and employees of the department and provide the more effective, efficient and timely coordination in its activities.
Resolution No. 03
A resolution approving the herein attached department performance commitment and review (DPCR) of the legislative department for the calendar year 2020 setting targets and measures based on the criteria of the Local Legislative Award (LLA) by which they can be regularly monitored and be evaluated with at the end of scheduled rating period.
Resolution No. 04
A resolution approving the 2019 Barangay Annual Budget of Barangays San Gregorio, Siha and Locsoon and the 2020 Barangay Annual Budget of Barangays Cagbonga, Banuyo, D1, B, San Mateo, Benowangan and Calingatngan, pursuant to section 333, article II of the Local Government Code (R.A. 7160).
Resolution No. 05
A resolution declaring Barangay Can-abong ordinance No. 1 series of 2019 an ordinance regulating the care and custody of dogs, cats and other stray animals such as chicken, ducks, goats and the likes, imposing penalties for its violation and for ther purposes and Barangay Cabong curfew ordinance no. 10 series of 2019 respectively, enacted within the conferred powers of the Sangguniang Barangay.
Resolution No. 06
A resolution requesting the Hon. City Mayor Jose Ivan Dayan C. Agda to direct all heads of offices and designated heads of offices of the executive department to submit to the Sangguiang Panlungsod through the City Vice-mayor as soon as possible all the transactions of their respective offices, whether front line services or not, with the complete procedures and processes in accordance with the requirements of the ease of doing business (EODB) act of 2018 as reflected in the Citizen’s Charter.
Resolution No. 07
A resolution endorsing to the National Government through the Department of Public works and Highways (DPWH) the recommended area in the Eastern seaboard at the Government along Circumferential Road, Barangay Balud, Borongan City, Eastern Samar as the ideal location of the proposed Evacuation Center.
Resolution No. 08
A resolution authorizing the City mayor Jose Ivan Dayan C. Agda to enter into a Memorandum of Agreement (MOA) in behalf of the City Government with the City Savings Bank, Inc. (CitySavings) – Borongan Branch so that officials and employees of the City Government of Borongan may avail of the salary loan facility of the CitySavings through its duly authorized representative Tomix Laguerta.
Resolution No. 09
A resolution accrediting Twenty Four (24) aggrupation within the City of Borongan pursuant to the provisions of DILG Memorandum Circular 2019 – 72 dated 22 may 2019.

A resolution adopting the Local Anti-Criminality Action Plan 2020 (LACAP) of the Philippine National Police Borongan City, Eastern Samar.

A resolution adopting the Legislative Agenda (LA) of the 5th Sannguaniang Panlungsod of the City of Borongan.

Resolution No. 01
A resolution accrediting the following non-government organizations viz; Tamoso Senior Citizen Association of Brgy. Tamoso and San Isidro Farmers Association of Brgy. San Jose Borongan City. Pursuant to DILG memorandum circular no. 2016-97, dated July 19, 2016.
Resolution No. 01-A
A resolution allowing the attendance and participation of Sanggunian Panlungsod Members in regular and special sessions through video conferencing amending for the purpose rule III of resolution no. 19 otherwise known as the 2007 internal rules of procedure of the City of Borongan.
Resolution No. 01-B
A resolution expressing support and allowing Hon Jennifer Anacio to pursue her post graduate in Sidney, Australia through the Australia awards scholarship program.
Resolution No. 02
A resolution confirming the promotional appointment of Mr. Joseph B. Lagdaan, as City Solid Waste management Officer, SG-25, pursuant to section 454 of RA no. 7160, and in consonance to RA no. 9394, of this agency conversion of the Municipality of Borongan into a component City of local budget Circular no. 61, Dated March 18, 1996.

A resolution approving the supplemental Annual Investment Plan of the City of Borongan, Eastern Samar for calendar year 2019.
Resolution No. 04
A Eulogy for the late Paquito D. Costuna, an erstwhile member of the legislative council of the then Municipality of Borongan, Eastern Samar as representative of the Agriculture sector from July, 1989 to June, 1992.
Resolution No. 05
A resolution authorizing the Hon. Maria Fe R. Abunda, to enter into a Memorandum of Understanding (MoU) with the center for Urbanized Housing and Socialized Development, Inc for the purpose of providing the Informal Settlers Family (ISF) living in the danger zone or government infrastructure projects in the City of Borongan a relocation site thru Community Mortgage Program (CMP) under the Social Housing Finance Corporation (SFHC) or in any Liberalized housing scheme with quality and expertise.

A resolution confirming the appointment of Mr. Marlon A. Ortiguesa, as City Government Department Head I, (City ENVIRONMENT OFFICER) SG-25, pursuant to section 454 of RA No. 7160, and in consonance to RA no. 9394, of this agency conversion of the Municipality of Borongan into a component city and local budget circular no. 61, dated March 18, 1996.
Resolution No. 07
A resolution supporting the re-districting of Borongan City Division three (3) district (Borongan North, Borongan East, and Borongan South) to five districts (Borongan I, Borongan II, Borongan III, Borongan IV, and Borongan V) .
Resolution No. 08
A resolution authorizing the City mayor to enter into a Memorandum of Agreement (MOA) with St. Mary College of Borongan City to grant subsidies for tuition fees to qualified students pursuant to R.A 10931 and the City Ordinance No. 1, Series of 2019 for the second semester, SY 2018-2019.

A resolution strongly supporting the proposed creation of integral school at Sabang Central Elementary School at Brgy. Sabang South, Borongan City, Eastern Samar.
Resolution No. 10
A resolution authorizing the City Mayor to enter into a Memorandum of Agreement (MOA) with private Tertiary Educational Institutions including technical and vocational school in Borongan City to grant subsidies for tuition fees to qualified students pursuant to R.A. 10931 of the “Universal Access to Quality Tertiary Education Act”.
Resolution No. 11
A resolution adopting the four (4) Human Resource Management System Policies of the City Government of Borongan, Eastern Samar on Recruitment, Selection, and Placement (RSP), Learning and Development (L&D), Strategic Performance management System (SPMS) and Rewards and Recognition (R&R), formulated pursuant to the mandate of Administrative code of 1987, section 32, Book V thereof and the civil service commission circular no. 24, series of 2017 and the revised July 2018 omnibus rules on appointment and other Human Resource actions, memorandum circular no. 43, S. 1993, CSC MC no. 6, S. 2012, and CSC MC no. 01, S. 2001.
Resolution No. 12
A resolution authorizing the City Mayor, Hon. Maria Fe R. Abunda, to enter into a Memorandum of Agreement (MOA) with the Brgy. Local government unit of Brgy. San Mateo, this City, regarding the transfer of funds in the amount of Three Million Pesos (P3,000,000.00) only for the purchase of lot for the relocation to said lot as the new site of the Barangay proper of Brgy. San Mateo, this City.
Resolution No. 13
A resolution authorizing the Hon. Mayor Maria Fe. R. Abunda, to enter into a Memorandum of Agreement (MOA) with the Philippine Red Cross (PRC) an independent autonomous, non-governmental organization, auxiliary to the government of the Republic of the Philippines, represented by its secretary general Atty. Oscar P. Palabyab, for the allocation of Three hundred Thousand (300,000.00) pesos annually to support the delivery of services of the Philippine Red Cross as mandated by circular No. 2007-001 dated October 25, 2007, by the commission on audit, which fund shall be transmitted to the Philippine Red Cross Eastern Samar Chapter, thru Philippine National bank, Borongan branch under account no. 312-8100-43842 .
Resolution No. 14
A resolution authorizing the Hon. Mayor Maria Fe. R. Abunda, to enter into a Memorandum of Agreement (MOA) with Mrs. Marybelle D. Beato (Manager of Ms. Pintados 2019 candidate, Ms. Dianne Virmiel D. Dulfo-crowned 2018 Bb. Baysay Borongan) the Borongan City representative to the 2019 Ms. pintados at Tacloban City, Leyte, for financial assistance in the amount in the amount of Fifty Thousand (P50,000.00) Pesos to defray expenses during the Ms. Pintados Pageant 2019.
Resolution No. 15
A resolution authorizing the Hon. Mayor Maria Fe. R. Abunda, to enter into a Memorandum of Agreement (MOA) with Globe Telecommunication company in connection with its financial proposal for the Installation / operation of cell site facilities in Barangay Campesao, this city, to provide a world class Telecommunication services and to maximize its full value value added services tot he people of Borongan City.
Resolution No. 16
A resolution confirming the appointment of Atty. Fernando L. Tanglao, Jr., as City Legal Officer, SG 25, this agency, pursuant to section 454 of RA no. 7160, and in consonance to RA no. 9394, conversion of the Municipality of Borongan into a component City and Local Budget Circular no.61, dated March 18, 1996.
Resolution No. 17
A resolution authorizing the Hon. Mayor Jose Ivan Dayan C. Agda and the City Treasurer, to enter into a Memorandum of Agreement (MOA), with the Development Bank of the Philippines (DBP), Borongan Branch, for the availment of enhanced loan facility offered by the bank.
Resolution No. 18
A resolution authorizing the Hon. Mayor Jose Ivan Dayan C. Agda to enter into a return service agreement in behalf of the City Government of Borongan with Ms. Judy Ann A. Catuday, for the scholarship program of the University of the Philippines Manila – School Health Sciences (UPM-SHS) main campus in Palo, Leyte.
Resolution No. 19
A resolution authorizing the Hon. Mayor Jose Ivan Dayan C. Agda and the City Treasurer to be the official signatories of the Development Bank of the Philippines (DBP) e-GOV account for the purpose of Home Development Mutual Fund (HDMF) remittance of premiums and loans payment of officials, permament and Job order employees.
Resolution No. 20
A resolution requesting the Sangguniang Panlalawigan, to reconsider its decision disallowing the granting of Two Thousand Pesos rice allowance to all officials and employees of the City Government of Borongan, Eastern Samar, on the contention that the giving out of the same has no legal basis.
Resolution No. 21
A resolution authorizing the Hon. Jose Ivan Dayan C. Agda to enter a Memorandum (MOA) with the Department of Information and Communication Technology (DICT) for the use of eBPLS software.
Resolution No. 22
A resolution authorizing the Hon. Jose Ivan Dayan C. Agda to enter a Memorandum (MOA) with the Department of Agriculture through the Bureau of Soil and Water Management, represented by its Director Angel C. Enriquez, to conduct soil survey and suitability mapping for various agricultural areas of the City of Borongan, Eastern Samar.
Resolution No. 23
Choosing Sangguniang Panlungsod Member Atty Kathlyn Jane B. Cainday as the Sangguninag Panlungsod representative to the People’s Law Enforcement Board (PLEB) of the City of Borongan.
Resolution No. 24
A resolution confirming the appointment of Ms. Cynthia P. Arceño, as a coterminous City Government Department Head I, SG-25, this agency, pursuant to Section 454 of RA No. 7160, and in consonance to RA No. 9394, conversion of the Municipality of Borongan into a Component City and Local Budget Circular No. 61, Dated March 18, 1996 .
Resolution No. 25
A resolution authorizing the City Mayor Jose Ivan Dayan C. Agda to enter into a Memorandum of Agreement with the Philippine Health Insurance Corp. (PHILHEALTH) and GMA Network, Inc. (GMA) regarding the provision by GMA with one (1) unit 40″ LED Television to selected Barangays of the City of Borongan for the purpose of showing PHILHEALTH informational materials during special events and programs and for other purposes.

A resolution accrediting Twenty-six (26) aggrupation within the City of Borongan pursuant to the provisions of DILG Memorandum Circular 2019-72 dated 22 May 2019.

A resolution authorizing the Local Chief Executive Hon. Jose Ivan Dayan Caspe Agda to Enter into a Memorandum of Agreement with the DENR Region VIII, Tacloban City and City LGU-Borongan City RE: Sharing of duties and responsibilities and account abilities for the common goal of preservation, development and management of Talubagnan Cave.

A resolution approving the 2019 Barangay Annual Budget of the 32 Barangays pursuant to section 333, article II of the Local Government Code (R.A. 7160).

A resolution supporting the implementation of DILG Memorandum Circular 2019-121 regarding the Presidential Directive during the 4th state of the Nation Address (SONA) to clear roads of illegal structures and constructions Code (R.A. 7160).
Resolution No. 31
A resolution authorizing the City mayor Jose Ivan Dayan C. Agda to negotiate and enter into a contract to purchase for and on behalf of the City Government of Borongan a parcel of land owned by Teresita B. Caharop.
Resolution No. 32
A resolution approving the 2019 Barangay Annual Budget of Barangay Canlaray, San Andres, Bayobay, Tabunan, Sabang North and Pepelitan pursuant to section 333, article II of the Local Government code (R.A. 7160).

A resolution supporting the conversion of the Sabang Central Elementary School, located at Barangay Sabang South, this city, into the Sabang integrated school.
Resolution No. 34
A resolution authorizing the City Mayor Jose Ivan Dayan C. Agda to enter into a Memorandum of Agreement (MOA) with the Government Service Insurance System (GSIS) so that officials and employees of the City Government of Borongan may avail of the GSIS Financial Assistance Loan (GFAL) facility of the said pension fund.
Resolution No. 35
A resolution authorizing the City Mayor Jose Ivan Dayan C. Agda to enter into a Sisterhood Memorandum of Agreement between the City of Borongan and the City of San Fernando, La Union.
Resolution No. 36
Resolution requesting the DENR Secretary to issue an Administrative order declaring the Identified area as communal forest in the City of Borongan, Eastern Samar.
Resolution No. 37
A Resolution accrediting nine (9) aggrupation within the City of Borongan Pursuant to the provisions of DILG Memorandum Circular 2019-72 dated 22 May 2019.
Resolution No. 38
Resolution earnestly requesting the City Mayor, Honorable Jose Ivan Dayan C. Agda to issue an executive order regulating the use of single-use plastic products within the City Hall and all offices under local Government Unit of product within the City Hall and all offices under Local Government Unit of City of Borongan.
Resolution No. 39
A resolution authorizing the City Mayor Jose Ivan Dayan C. Agda to enter into a Memorandum of Agreement (MOA) in behalf of the City Government with the Land Bank of the Philippines (LBP) so that officials and employees of the City Government of Borongan nay avail of the livelihood loan facility of the LBP through its Duly authorized representative Christopher R. Marco.

A resolution authorizing the City Mayor Jose Ivan Dayan C. Agda to proceed with the expropriation case against St. Mary’s College ( Formerly St. Joseph’s College ).
Resolution No. 41
A resolution authorizing the City Vice Mayor Emmanuel T. Tiu Sonco to enter into a Memorandum of Agreement (MOA) in behalf of the Local Government unit of the City of Borongan with the Philippine Red cross (PRC) represented by its secretary general ELizabeth S. Zavalla for the purpose of receiving financial grant in the amount of one hundred ninety-eight Thousand pesos only (P198,000.00) intended for the one hundred ten (110) units of whole blood apportioned to indigent patients of Borongan City needing blood transfusions.
Resolution No. 42
A resolution the City Mayor to direct the concerned officials and offices to carry out faster processing of the salary payroll of the officials, employees and casual personnel of the City Government of Borongan.
Resolution No. 43
A resolution authorizing the City Mayor Jose Ivan Dayan C. Agda to enter into a memorandum of agreement (MOA) in behalf of the Local Government Unit of the City of Borongan with the Department of Environment and Natural Resources through the Environmental Management Bureau Region VIII (EMB) represented by its regional Director Letecia R. Maceda, in the establishment of a National Eco savers Programs (NEP) in Public Elementary and High School in the City of Borongan.
Resolution No. 44
A resolution granting the City Mayor Jose Ivan C. Agda, the authority to execute a deed of usufruct for the use of two commercial spaces at the Borongan City Transport Terminal (BCTT) with the Technical Education and Skills Development Authority Eastern Samar Provincial Office (TESDA-EASTERN SAMAR) represented by their acting provincial director Antonio C. Waniwan .
Resolution No. 45
A resolution confirming the appointment of Engr. Lucito R. Afable as City Government Department Head I (City Engineer), SG-25, this agency, pursuant to section 454 of RA no. 7160 and in consonance to RA 9394 and Local Budget Circular no. 61, dated march 18, 1996.
Resolution No. 46
A resolution requesting the commission on audit (COA) to conduct an audit of the financial condition of the Borongan Water District to determine its financial and operational capability to sustain its mandate of providing water utility services to the people of the City of Borongan.
Resolution No. 47
A resolution expressing the LGU intent and interest for accreditation as co-partner in the implementation of the Department of Labor and Employment (DOLE) programs and services/and authorizing Hon. Jose Ivan Dayan C. Agda City Mayor, to represent and sign in behalf of the Local Government Unit (LGU) of Borongan City, Eastern Samar any transactions, agreements and such other documents relevant thereof and further approving the application for assistance as described in the project proposals and allocating funds therefor to comply with the equity requirements of the project.

Expressing the City Government of Borongan’s Deepest sympathy and profound condolences to the bereaved family for the demise of the late Licerna “Nanay Lesing” Romerica Abunda, Sangguaniang Bayan Member 1995-2004 and Vice Mayor 2004-2007.

Expressing the City Government of Borongan’s Deepest sympathy and profound condolences to the bereaved family for the demise of the late Leo Cajegas Bebita, former Sangguniang Bayan Member from 1998 to 2002.
Resolution No. 50
A resolution granting authority to the City Mayor Jose Ivan Dayan C. Agda to enter into a Memorandum of agreement (MOA) with the surf riders club of Eastern Samar to co-host the conduct of the last leg of the Philippine surfing championship tour in the City of Borongan to be called “Surf in the City Festival 2019”.

A resolution approving the 2020 Barangay Annual Budget of Barangays C, San Jose, Libuton, Maybacong, A, Can-abong, Lalawigan and Sta. Fe, pursuant to section 333, article II of the Local Government Code (R.A. 7160).

A resolution endorsing the adoption of Population Development integration in the programs, projects and activities of the City Population Office in the City Government of Borongan.

A resolution confirming the appointment of Macario A. Gabornes, Jr,., as City Government Head I (City Agriculturist) SG-25, this agency, pursuant to section 454 of RA no. 7160 and in consonance to RA 9394 and Local Budget Circular No. 61, dated March 18, 1996.
Resolution No. 54
A resolution authorizing the City Mayor Jose Ivan Dayan C. Agda, CoE to make offer to purchase or negotiate a parcel of land owned by St. Mary’s College (Then St. Joseph’s College) and/or the congregation of the religious of the Virgin Mary (RVM), for the purpose of construction of evacuation center and Legislative building as an extension of the City Hall.
