As the country celebrates National Information and Communications Technology (ICT) Month, the City Government of Borongan, led by the Business Permit and Licensing Office (BPLO) under the direction of Cheyney Ibarbia, has been honored as this year’s Top Performing LGU in the Integrated Business Permit and Licensing System (iBPLS).
On June 27, in a ceremony held at Robinson’s North Tacloban City, Borongan City Mayor Jose Ivan Dayan Agda and Cheyney Ibarbia personally received the prestigious award from the Department of Information and Communications Technology (DICT) Region VIII.
The iBPLS is an online application software developed by the DICT that significantly enhances the processing and issuance of business permits, building permits, certificates of occupancy, and barangay clearances.
In addition to receiving the iBPLS award, the LGU of Borongan is also being recognized as one of the pilot LGUs in the Eastern Visayas region.
This recognition symbolizes the city’s unwavering commitment to continuous improvement, exemplary performance, and innovative approaches in local governance.
Awarding ceremony citation as read by the DICT during the ceremony: “It is with great pride that we bestow upon this LGU the prestigious IBPLS Top Performing LGU award. Their exemplary performance and dedication have truly earned them this honor. We proudly recognize this LGU as one of the pilot LGUs in the region. They have achieved a significant milestone by being the first LGU to become operational on all three modules of the IBPLS system. Furthermore, although they are partially compliant with their EBOSS parameters, which means accepting online payments, this LGU has successfully launched one module, showcasing their dedication to improving administrative processes and delivering efficient services to their constituents. We extend our sincere congratulations to this LGU for their achievements and excellence.”
