Some 48 out-of-school youths (OSYs) are currently undergoing a three-day Leadership Summit at the 78th Infantry (Warrior) Batallion, 8ID, Philippine Army, Barangay Lalawigan, this city.
Dubbed 1st Youth Leadership Summit (YLS), it is participated in by young leaders coming from the nine conflict-affected barangays which are beneficiaries of the Retooled Community Support Program (RCSP) that mainly aims to deliver basic services, strengthen barangay-based institutions and engage in participative-issue resolution.
In his inspirational message, City Mayor Jose Ivan Dayan C. Agda encouraged the youths to actively participate in the development initiatives of their respective barangays by leading their sector in contributing efforts to defeat ignorance and poverty.
“After this summit we will craft policies that will answer the issues particularly the youth’s interest. This is the purpose of EO 70 is to defeat poverty through good governance. I need to know your side, be radical in participating actively and know different policy directions,” Mayor Agda told the 48 participants.
He also gave advice to the participants on how to become the best leaders that make a difference.
“To be a leader is to sacrifice, to be a leader, is not asked, it is earned; to be a leader you need to sacrifice,” Mayor Agda stressed.
The City Chief Executive assured the OSY-participants of an employment as monitors of the “Dukwag Agrikultura” program, in order to ensure that government resources are properly utilized by DA beneficiaries.
The YLS is a collective effort made by the SK Federation Council, City Social Worker Development Office, 78th Infantry (Warrior) Batallion, 8ID, Philippine Army and LGU-Borongan.

Clad in a t-shirt bearing message, “Youth of today leaders of Tomorrow”, Hon. Anacta was grateful that the plan to hold the summit pushed through this year.
Morie Lacorte, the President of San Gabriel Ecotourism Association and member of San Gabriel Youth for Peace Organization said he is expecting that he will be able to know his role as youth leader in the his community.
Meanwhile, LTCOL Oliver C. Alvior, the Commanding Officer of the 78ID, 8ID expressed his deep appreciation on the City LGU’s support in championing peace and development which serves as the building blocks of the city. He mentioned Mayor Agda’s part in painting the whole picture.
“Napakabilis ng action dahil si Mayor Agda ay nandiyan sumusporta sa amin,” the grateful commander said.
The YLS will empower and enhance the leadeship skills of the participants, tapping topnotch speakers who are also members of CPOC, including no less than Mayor Agda himself, Milagrosa Fiel Inciso representing CSWDO who mentioned that their office is supporting the summit in the procurement process of office supplies.
“Sigaw ng kabataan tayo’y manindigan, tayo’y manindigan, sigaw ng kabataan!” echoed the youths at the opening program. #
